Dear Comrades,

We are aware of the recent development in Canara Bank, where the Board has extended a one-time relaxation in certain DFS-prescribed eligibility conditions for conversion from the Specialist Officer Cadre to the Generalist Officer Cadre.

While the implementation of the DFS guidelines in Canara Bank has had wider adverse implications, including for officers deemed converted to the Generalist Cadre in terms of their job roles and promotional prospects, this one-time relaxation appears to be an attempt to address the concerns, albeit partially.

We have already taken up the matter with our Central Office and are pursuing it further. We assure our Specialist Officers that we will make our best efforts to convince the management to consider a similar relaxation, citing the Canara Bank precedent.

We will pursue this matter with the top management as any relaxation remains subject to the Board’s decision.

_Group Medical Insurance – What's New_

The current policy ends on 31.10.2026. Here's what improves in the renewed policy (in-service & retirees, other than SBI):

Room & ICU Rent (6 metros)
• Room: ₹5,000 → ₹7,000/day
• ICU: ₹7,500 → ₹9,500/day
Metros: Delhi, Mumbai, Chennai, Kolkata, Bangalore, Hyderabad & their urban agglomerations

Maternity
• Normal delivery: ₹50,000 → ₹1,00,000
• Caesarean: ₹75,000 → ₹1,50,000
• Baby care (delivery to discharge) and vaccination (up to 1 year, per National Immunisation Schedule) now covered within the maternity limit

Infertility Treatment – NEW in Base Policy
• Dedicated limit of ₹2 lakh – no separate top-up premium needed

Retirees
Bank circulars will follow; retirees can then submit options and remit premium. Top-up and add-on (for physically/mentally challenged dependents) options remain available.

UFBU has taken up with IBA that the cost of premium be borne by Bank managements – it is part of the Residual Issues.

To officers nearing retirement - your fear is unfounded, and IBA has said so in writing.

By its own letter dated 22 May 2002 (No. PD/GSN/SBT/G2/276), the Indian Banks' Association confirmed that a decision of its Working Group, taken on 18th April 2000, holds that participation in strike during the last 10 months before retirement will not affect pension for all time to come.

Average emoluments will still be calculated exactly as Regulation 38(4) of the Bank Employees' Pension Regulations, 1995 provides. This is IBA's own word.

So do not let anyone frighten you into silence at the very end of your service.

This may be your last chance to stand with your fellow officers before you walk out these gates for good. Do not spend your final months as a bystander. Join the strike - stand tall, and leave with dignity.

It has been observed that several verticals/executives have issued letters and circulars expanding the scope of “sensitive installations.” Such unilateral enlargement is not appropriate and cannot override the agreed Bipartite Settlement/Joint Note.

AIBOC has already clarified the position, and UFBU has also conveyed the matter to IBA. The relevant AIBOC circular is attached herewith and may be appended to your reply wherever required.

If any member is directed to report to a Currency Chest or any such installation and is asked to submit a written response, please use the attached format.

Remain firm, follow the organisational call, and uphold our collective position.

Dear LBOs & Probationary Officers,

Today, we are put to a test, a test of our RESOLVE, our UNITY, our STRENGTH and our COMMITMENT to the common cause.

UFBU has given the call for a three-day nationwide strike on 28th, 29th and 30th September. The entire banking fraternity is standing together in this struggle.

We are aware that pressure, threats and intimidation may come from the various corners to break the strike. But we are confident that pressure cannot break our unity, and intimidation cannot weaken our resolve.

We call upon every LBO and Probationary Officer to stand with the collective decision of the banking fraternity and participate in the strike with courage and dignity.

If anyone asks you to give a written undertaking or explanation regarding the strike, your answer should be clear and firm:

“UFBU, on behalf of us has already given the prescribed notice of the strike, and we will abide by that.”

Do not allow fear or pressure to divide us.

LBOs will prove that Gen Z will never break, never bend and never budge.

Stand United. Stand Fearless. Stand Firm.

To all Officer Members posted at NPC / Currency Chests / CTS Grids

It appears that certain Back Office / Regional Office is issuing letters citing Clause 16 of the 5th Joint Note (2.6.2005) and Clause 37(i) of the 8th Bipartite Settlement to declare "Critical Service Units" or “Sensitive Installations” for 28 Sep to 30 Sep, directing every officer posted there to attend normal duty.

*Clause 16 of the 5th Joint Note actually reads:*

"Officers manning Hubs/ Switch Centers, Disaster Recovery Centers or similar sensitive installations requiring round the clock maintenance/ surveillance and Security Officers required to provide round-the-clock maintenance/ surveillance shall not participate in any work stoppage/ strike action."

Clause 37(i) of the 8th Bipartite Settlement is reported (per a contemporaneous officers' association circular) to similarly exempt only Watch & Ward staff and employees responsible for installations requiring round-the-clock maintenance and surveillance again, not a blanket exemption for every employee at a location.

Neither provision mentions Back Offices, Currency Chests, CTS Grids, or Critical Service Units." Both are confined to officers/staff actually manning sensitive installations that genuinely require round-the-clock presence, not to every officer merely posted at an establishment.

Please note:

1. Being posted at a Currency Chest does not by itself, bring you within either exemption or bar you from the strike.
2. Unless your specific role is round-the-clock manning of the kind these clauses describe, you are free to join the strike called by AIBOC and UFBU for 28th, 29th and 30th September 2026

Please do not be pressured into attending duty during strike period on the strength of this order alone.

Dear Comrades,

The UFBU call for the All-India Bank Strike on 11 September 2026 stands, and the requisite strike notice has already been served on the Indian Banks' Association.

👉🏻 All our members, officers in regular service, Probationary Officers, Local Bank Officers (including those presently on probation), and officers nearing retirement, are expected to participate in the strike in accordance with the UFBU call and this Association's organisational instructions.

👉🏻 Every participating member shall clearly confirm their participation in the strike report. This is an important organisational requirement and shall be complied with by every member without exception.

👉🏻 No officer observing the strike shall recklessly or casually hand over branch keys, custody or charge to anybody. Where a competent authority directs handover of keys/charge prior to the strike, the officer shall ensure that proper handover/takeover procedure is completed and documented - including verification of cash, ATM cash, gold packets/pledged gold and reconciliation thereof, and other material assets/documents under custody, with appropriate acknowledgement obtained.

👉🏻 Any officer deputed or nominated for physical or online training on 11 September 2026 shall not attend such training. Training assigned by the Bank is an official duty, and an officer observing the strike shall not discharge official duties on strike day.

Every member is expected to maintain the highest level of organisational discipline, unity and restraint. Any deliberate attempt to undermine the strike, bypass the organisational call, compel members to perform duties contrary to the strike position, or any apparent unfair labour practice or other coercive or improper action, shall be reported promptly to the concerned Regional Faction /Association leadership.

Standing Directives to All Members

Effective from 24 August 2026 and to continue on every working day until further advice:

•Work strictly as per prescribed rules, procedures and norms. All forms of extra cooperation shall stand withdrawn.
•Strictly adhere to normal working hours. No work shall be undertaken before or beyond scheduled working hours. All members must leave the Branch/Office by 5:30 PM.
•Exit from all official WhatsApp groups and refrain from participating in official work-related communication through WhatsApp.

These directives shall be implemented uniformly and without fail.
